Panama is concerned regarding the results of international tests establishing student level of reading and writing. In order to illustrate what was done in Panama during the years 2008-2010 concurrently with 18 Investigators representing Latin-American countries and Spain, I propose tests consisting of reading only, without observations or statistical results, of a sample of ten compositions written by students, from 9 to 11 years old selected form the from the V grade of Panamanian public elementary schools, 5 high end and 5 low end performers. Additionally, ten compositions written by 15 to 17-year olds from the V year of Panamanian public high schools, 5 high end and 5 low end performers. This sample has been completed with 5 special-case grade school student, which appear to indicate that these students do not recognize the relationship between oral and written language, and still less, between language and thought.
