Tourism in Panama City has undergone radical changes due to the new scenarios generated by globalization that demands to review and rethink traditional management models that have not given good results, causing concern in society. The objective of this research is to review the state of the matter and analyze it. To achieve this goal, a mixed approach was used directed towards the development of strategies that allowed knowing the perception and interpretation that local actors had of said reality. Interviews were conducted with public institutions and related civil organizations, surveys were applied to common citizens and businessmen, giving unmotivating results since none were satisfied, mainly the common citizen who does not perceive an effort on the part of the municipality to improve the urban appearance. while, through direct observation, advances in urban revitalization were palpable. This indicates that there is a will, but there is a lack of effective advertising, to make it known and thus promote the city as a tourist destination. In addition, it needs to adapt a little more in terms of modern urban infrastructures, green spaces and tourist services, together with renewing and further developing tourism in harmony with nature. To reverse this situation, it is necessary to design a management strategy with medium- and long-term scenarios that allow sustainable local development for the benefit of all stakeholders
